Same here. They actually called a few hours ago and I heard breathing but no one spoke. Every other time they called I didn't answer and they didn't leave a voice mail. I've blocked them now

Most likely it was an "abandoned call" and you simply heard yourself breathing into the phone.

The caller ID says PRA Group Canada but I think it’s spoofing. I looked up PRA and this number is nowhere on their website and it says they are debt collectors, but I owe no debt. They never leave a message.

    Don't owe nothing
Same number two different company names were used. PRA Group Canada and Veritas Alliance
Persons claiming there is some sort of debt from same company stating different amounts.
Never had any debt in my life and when they were confronted they quickly hung up call.
These are bottom feeder scumbags trying to collected on PAID OFF closed accounts from decades ago thinking that people are stupid. Don't be fooled by these liars they seem to only call around income tax filing time and they have a strong India accent. They rude irate getting mad screaming at you when they don't get their way. They can't even produce original documents either to back up their lies. All calls no matter the number will always be blocked, voice messages deleted, text message ignored and deleted, emails deleted and any mail of any form will be thrown out in garbage.

    1. Do Not Acknowledge or Pay Immediately
Do not make any payment or agree to a payment plan until you are 100% sure the debt is valid.
Making a small payment can sometimes restart the statute of limitations, making an old debt legally collectable again.
    2. Request Written Validation (Crucial)
Demand proof in writing: Under Canadian debt collection regulations, you have the right to request written validation of the debt.
Send a letter to both PRA Group Canada and Veritas since they both claiming to have ownership of a debt but stating different amounts your letter is demanding to see:
    The original contract or agreement.
    A full account history.
Proof that they own the debt or are authorized to collect it.
Even if they own the debt "statute of limitations" still exists and there is nothing legally they can do to make you pay it. Check "statute of limitations" in your province and if it is pasted just ignore them, block them, you don't owe them any explanations and you most certainly don't have to accept their calls of mail.

Note: If a debt is invalid, they will likely be unable to provide this documentation.

    3. Check Your Credit Report
Review your credit report with Equifax or TransUnion. If this debt is not listed, or if it is listed improperly (e.g., as two different debts), it is a major sign that the collection attempt is erroneous.
    4. Dispute the Debt
If you know you do not owe the money, send a dispute letter by registered mail to both agencies stating the debt is not yours.
Inform them that all future communication must be in writing.
    5. File Complaints
BBB: Both Veritas and PRA Group Canada have public profiles on the Better Business Bureau (BBB) where you can file complaints for harassment or collecting on invalid debts.
Provincial Consumer Protection: If they continue to call after you have requested they stop (in writing) or fail to validate the debt, report them to your provincial consumer protection ministry.
    Key Information:
Statute of Limitations: In most Canadian provinces, collectors cannot sue you for a debt if it has been 2+ years since the last payment or acknowledgement.
Identity Theft: If you have never had a debt with the original creditor they mention, it could be a case of identity theft.
