    Ha!
I don't speak Spanish. My native language is English. I don't have Medicare or medicaid nor have I been to a physician recently. Sounds like a scam to me.

Called four times in five minutes. Claims to be from American Express, to collect on a debt that is not valid. Threatened to mess my credit report. Debt is not mine, and they were told that.

This number belongs to translation service that some medical institutes, pharmacies, and many others use. Obviously they know about you.  It's nothing creepy about.

They were calling me saying is from kaiser permanente, they ask for my information and i said " no i can't give you my information over the phone" after that i called kaiser and they said they never call me. This is a big fraud.

Legitimate call.  This is a language translation company hired by someone to translate.  In my case, this company was hired by my insurance company because my dad needed a translator to communicate between himself and the adjuster.

Everytime I contact my insurance company, I will receive this phone call the following day. But I missed all of them so I googled to find out who is this.

This number called me. I heard two people talking sounded like a conference call. I heard one say my number then the other person correcting the first one that the number was off by one digit. It was like a 40 second voicemail.

Called me on CHRISTMAS day! First person spoke Spanish and then another person came on from another line and (in English) told them to ask for my Mom. I hung up. I’m a 45 yr old woman!

Legitimate. I didn't pick up the call because I don't know anyone from Wyoming, but they left a message and it's a translation service used by Kaiser.

Definitely sounds like a translation service

As Joe's comments clearly state and one person other saying this is the number they call before they call someone whom speaks another language.

There are two people or more.
    There are other languages
If you respond in English and English speaker comes on.
In my case I believe it was from the previous owner of this phone number still being their phone number on record

How ever the comment that this is a number being used by a northern California police department actually sounds more true to form.
This would be a technique they would do to find someone get location and the time it takes to get thru the languages and confirm its wrong or even in some cases right hospital visit appointment etc would be the approximate time required to receive a trace.

Unfortunately believe I confused their script by their confusing tone then falling back to a almost scripted soft lady voice and friendly but empty demeanour

So I do believe although there is a translation service it prob more likely a state of California Sheriff s department, the people often tasked with warrants.  Used as a ploy to find a location on someone, gather Intel and make a move. Often times by using a medical appointment either legitimate and public info the state could definitely get a hold of, or a tactic with more vague hospital sounding things tacit when there are no hospital visits or appointment recorded upcoming for you their use.

This is the most likely although occult scenario.

I leave it in your hands to decide.

Caller seemed to be a translating/interpreting service company. Caller left a vmail, calling me on behalf of my son's school speaking in my native language.

They asked for someone else, and I explained they had the wrong number. This might be a service that people use to make calls. It called back and I told them, you have the wrong number, this is my cell, I'm the only one here. The lady said "Ok sorry, I'm an interpreter and she must be dialing the wrong number." We never got to what they wanted. I just said, Ok, well have a nice day.
