    The number was someone that wanted to "help me with my insurance payment". I told them I don't own a vehicle" then they hung up. I can't get it to call back. It rings a few then beep, the call is disconnected.

    Why would you want to call it back? You don't own a vehicle and they hung up on you. To me, that says "block the number" not "call it back."

    You forgot to point out that with a call like this, the number could have been spoofed, in which case calling back is just an effort in futility and could end up annoying an innocent person with the return call.
