Do these companies NOT know that it is illegal to call numbers on the Do Not Call registry? Why are they not arrested and jailed?

I received a TEXT from this number telling me to contact Wells Fargo regarding several failed log In attempts.  I do not have a Wells Fargo account.

Called my cell phone. My cell number is only used by family. I blocked the number. I don't answer calls from names and numbers I don't know. Probably a scam.

Forgot to say call came from Rock Springs, Wyoming.

Called but left no message. Caller id shows Rock Springs, Wyoming.
