    If someone is cold calling and offering a loan, do not do business with them.  It probably is a scam.  Why would a legitimate loan company call soliciting business?

    Why would you pay money to get money? This is known as an advance fee scam. They insist on money BEFORE you get your (nonexistent) money. It can be for any reason, that part isn't important. What's important is you going to give them $200.00 and then get nothing. All a scam. To ask for an advance fee to obtain a loan (for any reason) is illegal in every State of the USA.
