Caller ID says "unknown name".  :Left no message.

  Filipina sounding accent Monique or Moniqua calling from [fake entity] California Energy Initiative Program, "Gardena, CA" on CID.  Call transferred to Amy, who also sounded like she was at the same very busy, loud call center. Had to feign interest to learn that the real entity name is Sustainable Energy Outreach, LLC, an alleged non-– profit, although Documents posted on the California Sec. of State website make no reference to the purported non-– profit status. The call back number is 800-826-8277. Other 800 notes posters for Sustainable Energy Outreach, which uses different numbers throughout California, mention that the solar contractor they are led to is Energy Remodeling, Inc. A Chris Ingersoll is the registered agent for service of process for Sustainable Energy, per the CA SOS, and a Curtis Dale Ingersoll is a salesman for Energy Remodeling, Inc., according to the California State Licensing Board, which licenses contractors -- www.cslb[dot]ca[dot]gov.  Energy Remodeling's website is www[dot]rgremodeling[dot] com.

  The website for Sustainable Energy is W WW [.] Sustainablecal [dot] com. The registrar onto is hidden via a proxy privacy service from Denver Colorado. Is anyone surprised? With respect to other consumer purchases, if a company is using a proxy privacy scam enabler service, I point out that fact to them and tell them that there will be no purchase until they reveal their registrant. The proliferation of proxy privacy scam services in Panama, Canada, and Queens land Australia is disconcerting, for good luck enforcing a subpoena against them.

Before you can issue a subpoena, you would need to file a case.  It appears to me that you have enough information to do that, especially if you have the name and address of the company and/or the registered agent.
