This is a new one. Called this number only to get a recording, "At no additional charge AT&T can find you a similar business in the same area as the number you called is not in service. Please stay on the line for alternate business" They then ask me to say the type of business I was interested in.  I made up one and said "Repair". They then gave me a list of 5 auto glass repair companies. I called AT&T and they said it was a scam.  The use of the number may have been by a scammer but how, when I called it back, and said I was interested in repair they then gave me 5 different companies. I did not try to connect. It may be possible that there is a new thing AT&T is trying (that their repair people don't know about yet) when people call numbers that are not in service.  To double check, I called the number several times and got the same recording. I just don't know for sure what is going on.
