Claims to be DirecTV, but DirecTV sez they are NOT doing the calling.

That would be correct.  They are not doing the calling.  Crooks are calling to scam you out of money.

CID is DirecTV. No message left. Callback is answering service claiming to be DTV offering discounts. Blocked.

Not DirecTV. They will never call you about offers. 100% scam

It's not.  They call me all the time and almost scammed my daughter asking her to prepay for 6 months, promising a huge discount after that. They had her account details!  She of course refused and they hung up on her.  She notified AT&T but they won't do anything.

Of course AT&T will not do anything.  DirectTV is no longer connected to AT&T.  AT&T spun it off as a separate company in 2021 (dropping "AT&T" from the name) and sold off the last of their financial interests in DirectTV in July 2025.
Your daughter should be first reporting the call to the FTC and then DirectTV.

Just ringing in two consecutive days. No idea who's calling.
