    Informational Post:

    http://www.consumer.ftc.gov/articles/0258-fake-debt-collectors

Consumers across the country report that they're getting telephone calls from people trying to collect on loans the consumers never received or on loans they did receive but for amounts they do not owe. Others are receiving calls from people seeking to recover on loans consumers received but where the creditors never authorized the callers to collect for them. So what's the story?

The Federal Trade Commission (FTC), the nation's consumer protection agency, is warning consumers to be on the alert for scam artists posing as debt collectors. It may be hard to tell the difference between a legitimate debt collector and a fake one. Sometimes a fake collector may even have some of your personal information, like a bank account number. A caller may be a fake debt collector if he:

    is seeking payment on a debt for a loan you do not recognize;
    refuses to give you a mailing address or phone number;
asks you for personal financial or sensitive information; or
exerts high pressure to try to scare you into paying, such as threatening to have you arrested or to report you to a law enforcement agency.
If you think that a caller may be a fake debt collector:
Ask the caller for his name, company, street address, and telephone number. Tell the caller that you refuse to discuss any debt until you get a written "validation notice." The notice must include the amount of the debt, the name of the creditor you owe, and your rights under the federal Fair Debt Collection Practices Act.
If a caller refuses to give you all of this information, do not pay! Paying a fake debt collector will not always make them go away. They may make up another debt to try to get more money from you.

Stop speaking with the caller. If you have the caller's address, send a letter demanding that the caller stop contacting you, and keep a copy for your files. By law, real debt collectors must stop calling you if you ask them to in writing.
Do not give the caller personal financial or other sensitive information. Never give out or confirm personal financial or other sensitive information like your bank account, credit card, or Social Security number unless you know whom you're dealing with. Scam artists, like fake debt collectors, can use your information to commit identity theft – charging your existing credit cards, opening new credit card, checking, or savings accounts, writing fraudulent checks, or taking out loans in your name.
Contact your creditor. If the debt is legitimate – but you think the collector may not be – contact your creditor about the calls. Share the information you have about the suspicious calls and find out who, if anyone, the creditor has authorized to collect the debt.
Report the call. Contact the FTC and your state Attorney General's office with information about suspicious callers. Many states have their own debt collection laws in addition to the federal FDCPA. Your Attorney General's office can help you determine your rights under your state's law.

    Great Info on this page.
I recently wrote to the address associated with this number. They are threatening to levy my bank account. So I (in writing) requested verification/validation of said debt. I received a "failure to appear" letter in return.  Looks totally bogus. No court, judge, amount or official seal of any kind listed on this "failure to appear" form. Im thinking this is a major scam. It sickens me knowing this is happening to people everywhere. Im doing more research.  Will post the results.

I received the exact same things you received in the mail. I think this is a scam also cause mine came last august and now they sent me intent to seize- federal tax lien letter but i called my tax people and they said they don't have nothing like that in there files that my files are clear so i think it is a scam. I'm going to send them a STOP letter so they can stop bothering me with this mess. Would like to know if you came up with anything else MRJ

    CANDY!
JUST received the SAME letter.  Mailed from Phoenix, AZ (with a sticky stamp at that) - stating from Los Angeles downtown assessors office (where  reside) - and to send payment to UTAH address with no P.O.Box.  [***].  had me going there for a bit though!
Called the number 310-982-2000 and goes immediately to voicemail - "Hello - you have reached THE TAX DEPARTMENT".
"Please leave your number and we will get back to you".  Hilarious.

Look closely- they are sending you a OMB No. 1545-0115 which should legitimately be a 1099-Misc  NOT a 1099-C which is what you received, Right?

ALSO - these links should help verify as the form you got (Like mine) is WAY off base with the authentic form on line:
    https://www.irs.gov/pub/irs-prior/f1099msc--2014.pdf

The second one down after the red form is the one they are trying to emulate (the ones that you and I received). The OMD number matches above the 2014, HOWEVER they replaced the form as a 1099-C.

The address to SEND PAYMENT TO is even minus a P.O. Box as per the IRS website!  I have no idea what and How they cash checks with or whatever - kinda sloppy. HAD ME GOING FOR A BIT not gonna lie. Enough for me to research the net and find this page. YOUR POST confirms we got the exact same letter and that they are both Junk.

Any communication received in the US mail which appears fraudulent should be taken down to your local post office so the postal inspectors can take a look at it.

Documents which appear to be phony IRS forms with requests for payment should be reported to the IRS.

    Report them:

This may be one of those tax preparation firms who sometimes go around telling people they are IRS or work for them and they will be willing to do your tax prep for you.  All scammers.

See:  804-916-8633 (IRS Form 941 Scam)

    Also:  970-292-6718, 720-496-0439, 281-803-9461

The Form 941  requires EFT in order to pay the quarterly amounts withheld from employees.  See:  http://www.irs.gov/taxtopics/tc757.html  Maybe they are trying to get EFT information too.

My thinking is that somehow the scammers are trying to get EFT payments redirected to them.

It's a blatant scam.  I've return calls to these scam numbers and you get an American-sounding person who asks you to leave a message.  I think this is a domestic group of scammers.  I don't know how they expect to get away with this.

I'm reading a lot of people on here saying that they are sending letters back as protocol asking them to cease and desist.  Only problem is, the return addresses they give wont GO ANYWHERE. Two to choose from:

Federal tax Reporting                                           ALL TAX CHECKS PAYABLE
Office of Assessment                                            TO: TREASURY DEPARTMENT
Los Angeles, County  91861                                 INTERNAL REVENUE SERVICE
                                                                                OGDEN, UTAH  84409

As stated (and by my screen cap, the Utah address alone is without a P.O. Box and even if it had one, would go to the wrong department.

These letters you guys are writing I don't think would go anywhere. I actually think it is a collection company who is actually just trying to GET ONE TO CALL THE PHONE NUMBER itself. How would they even cash these checks if submitted?? Even if they WERE to go to a per-designated spot?

I'm pretty sure these guys are a collection company. I've received various scare tactic letters from them including the recent Intent To Seize - Federal Tax Lien (1099-C) for $9,546.92. By comparing what I've received, I suspect that the collection company is  Medicredit aka CFGMedicredit Holdings. These guys are the lowest of the low!

Initially called from my cellular. when I got the dopey message  (As stated in my first post here) - I hung up when the corner "Tax Collector" greeting came on. Well, they seem to have an intricate caller I.D. system . . . . Been getting about seven messages a day stating"We seen you called our phone! Was this a mistake?"  [***].  You mean to tell me there's NOT a law for impersonating the IRS??????

How about some of you attorneys out there chime in!
