Called my cell phone and left a muessage that "a local merchant" has filed a claim againist me for "writing a bad check" and that it is "my official notice".

While I do have debt, I'm 98% sure I have no outstanding checks, and if I did, check systems would have been notified and I would have recieved a letter from them AND my bank.

This is fishy, and I belive to be a scam.

Call themselves ARS. History of fraud.   No idea where they are located.  Several companies use the letters  ARS .  Looks like a totally bogus operation that uses many different phone numbers.  Their hook is to cold call you and tell you that there are check fraud charges or something similar.  Total nonsense, if you had written bad checks your bank would notify you,  not some bogus debt collector.
