This is a 100% loan scam
Phone call. They will ask you to pay upfront miney to get a loan which is illegal in every state. Dumb [***] dont know our laws because they dont live in our country!! Go ahead and Call it. They wont tell you what their address is and will start cursing at you. Im on a mission to shut these scammers down. [***] arabs in Iran most likely.

I did not answer because I did not recognize the caller.  It left a message of just the phone number so I suspect some type of robo call/scam.  With govt shutdown, Do Not Call registry is also down to report.  So if I don't know the number, I don't answer.

Scam for loan deposit

Called.  Left no message.  Now blocked.

Scam!!!  Don't call.

Voicemail said something about testing charges. I thought it was for lab testing I may have had done, but when I called the number back, they said something about Cash Advance.

Calls constantly

I got a voice mail telling me to call this phone #, I could NOT UNDERSTAND what she said, 3X I asked and she hung     up!! So, I called back, she hung up, this went on back n forth! I decided to check this phone #, it said 800 notes, it’s a lie, I got this b4, I was charged money for something, what I don’t know!! They are RIP OFFS!!! Don’t waste you’re time with these people!!!!!

DONT TALK TO THEM, CASH ADVANCE OR CASH NET HAS THEIR OWN RECOVERY, National Debt Money Partners!! Don’t give them the caller THE TIME OF DAY!!! Look up the Cash Advances web site!!!

Cash advance sounded like a Chinese dude wanted money for a me to get a loan, what kind of sense does that even make? Constant 24 houses a day my phone rings with these numbers and local numbers threatening me with with warrants and the feds. One even threatened my life! I receive checks in the mail from these scammers and emails saying that the government of their countries owe me millions of dollars because I'm an the beneficiary of whatever they say.
I just simply report,  delete, block, don't answer... But when I do answer they get played right back..... Lol
