Left message to call with Cage Code and DUNS number. Probably one of many scams affecting the System for Awards Management (SAM) system. Similar to this one:

The Catalog for Federal Domestic Assistance (CFDA) program does not use social media or contact individuals by phone to solicit, review, or make awards. Additionally, no government staff will call or message you requesting money in order to be eligible for an award. CFDA is a free public website.
Please report any information and documentation that you have related to this incident to the FBI's Internet Crime Complaint Center (IC3) (www.ic3.gov) and your local law enforcement authorities.

This is a scam where they pretend to represent SAM.gov and ask for credit card payments.

We are a new company and got a call today from this number asking for $599. We asked them to send an email with details.

We registered our new company in System for Awards Management (SAM). Today, we got a call from this number: (312) 800-8976 asking for $599 for annual CAGE registration. The caller (female), identified herself as Andy Davis from DLA and insisted that we provide her with a credit card number in-order to finalize the CAGE registration process. This is a scam, everyone be warned!!!

Scam !  so we signed up for a new Cage code on sam.gov    - Got this new voicemail said Andy Young  312-800-8976 ext 1016 - need 595$ fee to activate -   a)  sam.gov doesn't outsource to a foreign country - so the terrible English is a dead give away  b) if you look at sam.gov it does say its a free service - and you have the option to not disclose your company info
