Received call from this # on a SUNDAY at 12:30 PM.  Caller ID said "Unknown Caller"  I answered so I could give them a piece of my mind.  No one was on the line.  I heard a few clicks is all, so I hung up.

This was a new one.  The number came up as "Michigan Call."  When I answered, I heard a recorded voice with a distinctly South Asian accent tell me "we are experiencing a high call volume at this time.  Please remain on the line and an agent..."  At that point, I hung up.  We have received several calls from this number.

The typical run-of-the-mill telemarketing software works by detecting a short burst of audio on pickup, followed by silence (such as the person on the other end saying "hello").  Since that's how most "live" people answer the phone, it then connects the person to the telemarketer.  However, if the software detects a longer burst of audio (like an outgoing message), it assumes it has reached voice mail or an answering machine, hangs up, and dials the next number in the database.  The idea is to make it more time-efficient for the pesky telemarketer by getting as many live humans on the phone as possible.  The operator on the other end probably doesn't even know what numbers are dialed - they just have to wait for the computer to make a connection, and at the rate the software mega-dials the numbers, they don't have to wait more than a few seconds for the next victim (oops...I mean "potential customer").  Before the DNC Registry, we had a Telezapper on our landline.  This was a handy little gadget that would emit those triple-tones you hear when you call a disconnected number.  This would trick their computers into thinking your number wasn't in service, and would drop the number from the telemarketer's database, preventing future calls.  The downside is that every time we picked up the phone, we'd hear those annoying tones, but it sure beat the alternative.  I don't even know if the Telezappers are still available (used to get 'em at Radio Shack), and from what I've read, a lot of the telemarketing software has been modified to ignore them anyway.  It was nice while it lasted.

BTW, the only LEGITIMATE pro-life organization that I'm aware of in Michigan (and by legitimate, I mean registered 501-C3) is Michigan Right to Life.  While they, being a non-profit, are exempt from the DNC, they still have to observe protocol regulations such as calling during appropriate hours and properly identifying themselves.  As has been pointed out here so often, many of these so-called "non-profits" are actually for-profit operations that have either been contracted by third-party organizations and receive a large percentage of the "contribution", or they're just scammers.  Unfortunately, you can't expect scammers to follow laws they're knowingly breaking to begin with.  Kinda like expecting bank robbers to stop for red lights when making their getaway.

The woman asked for my husband by name. I asked her who she represented and why she was calling. She asked me who I was and if we were pro life or pro abortion. She did not tell me who she was  or who she represented. I told her I did not want to talk to her. She said she would call back. After reading the above posts, we will not answer their calls.

So this is a pro life charity.. Well, its illegal for charities to call in Oregon - State DNC laws can differ from Fed. But Oregon is the only state I know of at the moment where they are illegal calls. Reporting this to the State DNC.

Charities, along with some Survey's and Political calls, are exempt from the DNC, however, they can still get into trouble for not placing you on a internal DNC when asked, you can also check your states laws in regards. Some states do not allow them to call on their state DNC laws which can differ from the federal.
