    It appears that this is a utility, correct?  If that is the case I have no doubt that this is the utility scam.  If you have any doubts you should contact your utility at their known, published phone number or go to your account on their official website and verify whether you are behind in your bill.  I doubt that the utility would let the bill get that far behind without contacting you by mail first.
