A recorded message states: "We are calling from Insight Financial, please call us at
(321) 684-4990, regarding a personal tax matter."  These calls are totally unsolicited by me, however, this company continues to call me despite the fact that my phone number is on the "Do not call" list.

This company is a typical TAX SCAMMER! They're the SHARK looking for someone to scam. They try to intimidate you, by accessing public IRS Tax Levy. You are better off calling the IRS directly; You can call the tax help line for individuals (1-800-829-1040) or businesses (1-800-829-4933) to speak with an IRS representative. Tell them (IRS) the truth why you can't pay and maybe they'll put your file into un-collectable status until you're able to pay them something. The IRS has the ability to classify a taxpayer as having so little assets or income that they don't think it's worth their effort to continue with collections. Sometime the IRS will call this a hardship case, uncollectible or status 53 (which is the code number entered into the computer). Also, There is an IRS statute of limitations on collecting taxes. The IRS is limited to 10 years to collect back taxes, after that, they are barred by law from continuing collection activities against you.

9/19/18, 8:35 a.m. MST - I got a call from Insight Financial; their number came up as Unknown Name in Rockledge, FL.  I never confirmed I was the person they were trying to call, but they said they are a group of tax attorneys and a tax lien was filed yesterday with the IRS.  I don't owe anything to the IRS... this is obviously a scam.  Sounded like the guy was either in a boiler-room environment or outside (a lot of background noise).  I'm sure I'll see them on that " American Greed" show on TV soon.  :)

I receive repeated calls from this number with a poor quality recording that is so broken up that I couldn't identify who was calling or why.  I think they are asking for a call back, but when I try that, the phone connects and immediately hangs up.

Tax Liens are public record. The IRS and State file them at your local county courthouse as a means to notify you that they intend to collect. If you are contacted by anyone and you are unaware of a lien it is best to call your county courthouse to confirm that there is a lien filed. While the individual above mentions un-collectible status and alludes to an offer in compromise they neglect to mention important details. Being in an un-collectible status does not make the debt disappear and in fact it continues to accrue interest at a rate of 1% less than the federal interest rate and compounds daily. As for an offer in compromise, to qualify for this program, the IRS is looking at your potential collectibility over the course of the statutes.

As you mentioned, the IRS does in fact outsource some of their collection activities to the 4 companies you listed, however, based on the website of the company in question, they are not attempting to collect a debt. They are reaching out to see if the taxpayer would like assistance in resolving their tax issues. Just because the IRS says you owe something, doesn't mean you owe it, and it's not in their best interest to ensure you are paying the least amount of tax legally possible. So while your statement is correct, the IRS will indeed work with taxpayers to resolve the issue, it's rarely in the best interest of the taxpayer. If you committed a crime, would you just take the first sentence a prosecutor offered or would you consult with an attorney and review your options?

they have call my cell number at lest 2 times and said it was concerning my husband state taxes. they said they have a lien on him they want him to call them Her name is Heather from Insight Financial

I called this number back due to constant harassing calls and they said they were looking for a James something or other.. I told them I didn't know a James something or other and to remove my number or I would sue them.  She tried to argue with me then realized she was wrong and said she would take my number out of their database. I hope she does or I will report them to FCC and others.
