A woman with a foreign accent left a message saying it was a time sensitive matter to call back. When I called, a man with an Indian accent answered with, "legal affairs department, U.S. Treasury." He said there was a legal matter with my spouse. When I told him no way, he said I wouldn't know and hung up. I went online and found someone describing the exact same call. This is a total scam.

Got the same call today, in Alaska, for my husband.  When I asked what the call was regarding, I was told by a man with a strong accent that my husband was being prosecuted for something, that calling back would give him more important information.  I asked for his name, and was told "Adam Rhodes."

i just received a call at my parents home phone for me, a man with a strong accent said that the irs was issuing a 6 month warrant for me from my tax filing from 2011, they said I owed $4500.

There is a widespread IRS (or CRA) or "tax scam" being  practiced by scammers on both USA and Canadian residents.

Short answer:
The IRS never initiates a contact via phone.
They always send a snailmail first.

Got a call from this number and reported it to the FBI. They were aware and said to also notify the Treasury Department via their website:

Got same call, for my daughter, from Adam Rhodes, with callback number 323-283-8198 / 3232838198.

Woman called speaking Spanish to me... Repeatedly called 4 times after I hung up on her

This number just tried to call me.  I didn't accept the call and they did not leave a message.
