Called at 8:21 am.  Asked for William.  I told him he had the wrong number, and he says that maybe I can help.  He goes into some spiel about some law enforcement organization.  It was clearly a scam.  While I don't usually answer unrecognized calls, this one got by me.  I politely said, "No thanks," and hung up, then blocked the number.

It sounds to me like they are trying to get the recipient to say "Yes".  Then they can use your voice pattern to open account in your name.  Never answer "Yes".
Better yet.  If you don't recognize the number, don't answer.
If it's important and a legit call for you, they will leave a message.

Called but left no message.
Now blocked.

called and asked for head of household after i said hello like three times. the head of household isn't here so i told them no and disconnected.

Illegal calls (have accidently picked up and when you asked to be taken off calling list - jerks just hang up) SPAM
