My calls this past week from this number show up as from "GSI" on my caller i.d.  I don't answer these calls, but they are not from Planned Parenthood.  They are scammers.

Claims to be from Planned Parenthood. Asked for a donation for $300. When I said that I don't make donations over the phone, she said that "how about halving it to $150"? When I said no to that amount and told her that I don't make donations over the phone and then told her that my caller ID didn't display her name as being from Planned Parenthood, she got all huffy and hung up.

This is not from Planned Parenthood. It is a robocall scammer named Gorden Schwenkmeyer, Inc. (GSI). They ignore the DoNotCall list and they change their phone number every months to try to make your call blocker ineffective. They also ignore you if you tell them not to call you anymore. #1 rule of unsolicited telephone calls: Never give anything of value (transfer money, credit card number, or information of any kind) unless you placed the call yourself. You have know way of knowing who they really are. The "Caller ID" that you pay the phone company for every month is completely useless. They are at least obeying the law in that they are not faking their caller ID information, but violating numerous other laws by claiming be various other organizations rather than saying that they are a telemarketer representing that organization, in addition  to calling people who have asked them not to call.

Charity calls, as you very well know, are not sales calls or classified as sales calls and do you have to purchase the list and then scrub their call list against it.  This was clearly explained at the DNC registry site in the section you never bothered to read or could not read.
Telemarketers sell goods or services over the phone so that they are not telemarketers.  They are a third party call center and as such are required to put you on their internal do not call list when requested to do so.  So, it looks like you actually have the company name incorrect.  It is Gordon & Schwenkmeyer, Inc. (GSI).  Now you have more then enough information to send them a certified, return receipt letter and if they ignore that letter then you can sue them under the TCPA.

Male caller. (note: Caller ID said "scam likely"  Thank you T-Mobile).  He asked for a female (I'll call her Jane Doe) who's never had this number.  HOWEVER, some data sniffer mangled her name to my number so I get frequent calls asking for her.
A couple of years ago this was very bad with calls on behalf of the DNCC, Planned Parenthood, and lots of similar mulchy groups.  I finally tracked down that they got the list from "Public Interest Communications" and I kicked a complaint to the BBB in Pittsburg, and they stopped.
I've sent a similar note to them during this sequence, and PIC claims my number isn't in their files.  So who knows...

Have called a few times and do not leave a message once answering machine picks up.The caller ID says PPFA.

Calls REPEATEDLY... never leaves a message.  At least 10 calls in the last week.  I suspect it is a very persistant scammer of some sort.
