Ignore the call entirely, as well as all numbers you don't recognize. They're out of luck if nobody answers.

You're right. The only chance of possibly getting a call from the IRS would be IF you initiated first contact. Otherwise, you'll only be hearing from them through the mail. Still, not answering unknown numbers eventually causes problems for callers.
