This number has been calling my father to scam him out of money. They keep telling him he has won money, and he has to send them money first to get it.

You can report them, but most of these calls are spoofed numbers, and some of the scammers are not in the US.. But it is a scam and fraud:
Its ILLEGAL to ask for money to receive it.
