His information to you is pretty accurate. Most of these calls are coming from India and Pakistan where the US has no jurisdiction. Unless those governments co-operate, there's not much we can do short of call blocking.

I dont think it was directed to CW but almost sounds like 'X was just trying to look out for everyone's best interests' and started getting heat for it so he got frustrated and gave up. I know him. He has been a bad luck magnet for some time. (one site he posted on was breaking his grapes)

- Kathy N.I have been getting numerous calls a day and by numerous I mean 6 to 7 calls. Always from a male who sounds like he may be Indian. When I tell him I have not had a bladder sling surgery done he will either keep on with his script or just hang up on me. Some calls there is a male speaking an unknown language and then he disconnects. I have asked that my number be removed to no avail. This is a relentless scam.

However, the calls you are describing probably won't be stopped by the DNC registration, because those calls are coming from overseas, likely India or Pakistan. They are scammers who live outside the jurisdiction of US laws and certainly the constraints of the DNC registry.
By all means, do register with the DNC: It will stop legitimate telemarketers who would bother you at dinner time, etc.
For the calls you describe, common sense and a call blocker would help. Common sense: don't answer, DON'T call back. Call blocker can stop calls from specific numbers. Incorrect.
The Do Not Call Registry is not a magic switch attached to your phone line, that will block calls.
The DNC list can help stop calls originating from legitimate, registered telemarketers.
* Your calls were not from legitimate, registered telemarketers.
* Therefore, the DNC list cannot stop those calls.

The DNC list does not automatically block calls. Instead, it provides a list of "do not call" phone numbers to telemarketers who registered their businesses with the FCC, and who pay a fee for the list. The DNC list administration is supported by these fees.
The DNC list exempts political callers, survey organizations, charities, and companies with preexisting business relationships, as well as debt collectors and certain nonprofit organizations, but these organizations usually have their own, internal Do Not Call list (ask them).
The DNC list is not effective against criminals, spammers and scammers, because those telescum are not registered, do not subscribe to the DNC list, and do not care if you are on or off that list.
It can stop calls from legitimate telemarketers, and it does a pretty good job at that. Just think ... if there were no DNC, you would be receiving incessant calls from BOTH legitimate and spamming telemarketers!
The DNC itself has no enforcement authority - they forward complaints to the appropriate agency.
There is no significant drain on your tax dollar because the DNC is funded by the fees they charge registrants.
