This number called a business.  Robocall.  I can't recall which credit card company they claimed to represent.  I pressed "1" & explained to agent they reached a company and asked who the call is intended for.  She gave the name of a fellow that retired several years ago.  She hung up on me while I was asking her to remove my number.

Keeps calling my cell phone despite having been blocked before

Caller left no message, but other callers heard, 'Thank you for being one of our the I.D.B. the reward members of our way of showing you our appreciation we would like to extend to you an 80 percent discount back it was one of our free weekend getaway in the cross the USA If you're ready to receive your 80 percent discount for this one it's not present. If you want to be removed from our calling, pres 3'.  DO NOT press any key.  Hang up.
