Number is owned by Telstart Corp at 601 or 597 Davidson Rd, Pittsburgh, PA 15239.  The following data came from viewing several Google results.  The president is listed as Shawn Hooper.  Business data online shows 20 employees with annual revenues of 1.3 million dollars.  Their web address is http://telstart.net.  Their web shows that they have a 75 seat call center (explaining the daily calls at the same time every day).  It also shows that Telstart is a newspaper circulation specialist and lists numerous newspapers.  My local paper is listed, so I'm going to contact them to request that my number be removed (since other postings show no response from Telstart...a company hired by my local paper).  Good luck.

    1) Make sure you're on the Do Not Call Registry.
    2) If this company has a business relationship with you, they are still permitted to call, though, until you tell them not to. You may want to answer and tell them not to call anymore. Otherwise, they may call for months (happened to me).

Re: not leaving messages. I had this issue with another company and the caller told me they are "not allowed" to leave messages. I asked her to elaborate whether it was a company policy, rule, law, etc., but she could not tell me.

They are a marketing firm and one of their accounts is with the Post-Gazette. They have called me to let me know that the Post-Gazette offers an electronic edition that I can log on to. (I picked "event reminder" as the type of call, since that is closest to the call purpose - they were calling to remind me to log on to the Post-Gazette site.)

You can call back their number to see why they are calling you. It took them a *long* time to answer when I called (maybe 20 rings), but the person who answered was polite and to the point.

I've received calls from them in the past. They are under contract with the York Daily Record newspaper and are trying to get me to resume my subscription (ain't gonna happen folks). They will not stop calling me even though I have asked them multiple times. I've been on the national Do Not Call list since 2007 and have sent an email to the newspaper telling them I will start filing complaints with the FTC if these calls continue. Hopefully, that will get some action. If not, I intend to cost the newspaper far more in fines than they would ever earn from my subscription.

    Kate,
I discovered much the same information when Telstart called me for the York Daily Record in the past. They have started again even though I told them to stop the first go-round. I have sent an email to everyone I could think of at the YDR including both the editors and the customer service department. I told them I have been on the national Do Not Call list since 2007 and that I am ***demanding*** they stop having Telstart calling me or, after 1 month, I would start filing complaints with the FTC for every call I receive.

I just filed a complaint with the National Do Not Call Registry regarding Telstart.  They have been calling trying to get me to renew a Pittsburgh Post Gazette subscription that I cancelled in September.  If you call the number, a person will answer.  I did this, however, she lied and told me that I was on the newspaper's collections list when I requested to be removed from the telemarketing list.  (I do not owe a balance and also confirmed with the newspaper that I did not owe anything.)  I answered once when the number came up, and confirmed with the telemarketer that I was only on the renewal phone list, not for any collections.   I asked the caller to remove my number.  Still, they call between 1 and 3 times a day, at least 3 times a week, going on 2 months now.  I'm hopeful that my complaint filed with the Do Not Call Registry will have an effect.  I encourage everyone else to do the same!  It's easy to do- just Google "Do Not Call List Violation", and it takes you right to the page.

They just called me again at 9:00 P.M. Didn't leave any message. I know who it is. I used to get the POST GAZETTE delivered every day and stopped it. Just got it on Thursday and Sunday and stopped it entirely. Started getting the PGH. TRIBUNE REVIEW delivered everyday.Much cheaper paper to get delivered. Telstart has called me several times to try and get me to have the POST-GAZETTE delived on Thursday  & Sunday  again, and I told then I'm not interested.I was kind of rude with them the last time they called and told them I can get the Tribune a lot cheaper and hung up on them. I will call them tomorrow and ask to be taken off the call list. I am on the do-not call-list, but I guess they work around that.

I called the place back on that number. If they don't answer right away, DON'T HANG UP! Someone will answer, tell them you want off of their call list and put on their DO NOT CALL list. I'll see if it works for me.
