This number left voicemails saying from IRS. Advised not to ignore message and call back immediately. I had to call 3 times to get someone I could understand however I did pick up they were saying I had a large outstanding debt with the IRS. I do not have any outstanding debt issues with the IRS. On the third call the man answering stated he was a supervisor and when I asked him to identify himself and his organization he hung up on me. I have reported this to my phone carrier.

There is a fairly common IRS or "tax scam" being practiced by scammers on both Canadian and USA residents.
USA tax payers should read this:
    http://www.irs.gov/uac/Newsroom/IRS-Reiterate ... -Telephone-Scam

    Short answer:
The IRS never initiates a contact via phone.
They always send a snailmail first.

    Educational post:
This scam is also described as scam #11, here:

Remember to return here, to 800notes.com, after you look at any of the information at that site, either to post more information, or to let us know you avoided the scam, or to read any further information about that number that others may post.

let them tell you all the information and the address then after the read the script they will ask if you have any questions. Make sure you tell them your line is recorded and you are a lawyer and the phone call has been traced and is not located in the United States. When they try to repeat themselves tell them the phone call is being forwarded to the IRS and The FBI. They normally will hang up and not call you for a long time

Got the same call 3 times today already. From Julie Smith did lots of looking online for the number and her name and it is all the same answer SCAM. If you search her name it also comes up in the scam reports. The calls started at 830am ET/530am PT. I'm not thinking the IRS in Cali is calling people at 530am. While searching online I also found a news report from Florida were they had an out break of these calls so a local station got involved as well. Number that called me was 415-234-9647, seems they have targets the state of PA now.

I also got a call from this number.  They said I owed the IRS $6000 and if I did not pay it, I would be arrested.  She asked if I wanted to resolve it. She gave me another phone number and she said she was the resolution dept.  I asked for her name and she hung up.  This is a scam.

I received a call from this number. I called them back and at first they called asking for my Father, who hadn't lived here for over five years.

Then they called again, and said the call was for me. The same guy kept hanging up the phone on me several times before. He said he was in a meeting and this was the first time, he had answered the phone. Stated I owed $4965 in back taxes, said I was going to be arrested. I told him to arrest me because I didn't owe any money.

When I called back and asked who I was talking with, he became a smart [***] and said my name. When I said I called the IRS about any outstanding taxes, they said there was none, he hung up the phone.

SCAM SCAM SCAM SCAM!!!! Do not give out personal information.

Do consider maybe getting a call blocking device or phone.. You can google them and many are around $50.00 or so.If its a cell phone, some already have call blocking, if not, there are free apps on the web that will work for some. You can google this. If you have a smart phone, there is a free app called call control. Iphones appear to have apps also. Another one is called Mr. Number.
