I have had a few calls from this number with no voicemail message left.  It’s annoying but I don’t know why you would automatically think it’s fraud.  It’s annoying for sure and I have blocked the number.

That particular poster claims all the calls they report are an undefined fraud.  This time they are being economical with their words, often they claim that the Mafia is involved, using illegal immigrants to do their dirty work.

I received a spitting (coughing) message from the phone number 450-231-0932. Why would an unknown person send me a spitting message?

One possibility is that they are a "representative" in a call centre and did not realize that the autodialer had transferred the call to them and their microphone was live.
Depending on how long your voicemail announcement is, by the time the autodialer transfers the call there may not be anything for the "representative" to hear on their headset so they know they are connected to a call.
