they keep calling and don’t leave a message. We are on the no call list!!!

Since you did not answer the call and they left no message, you have no idea who called or why and you cannot say that they were a telemarketer, the only type of call the Do Not Call Registry applies to.
The call may have come from a survey taker, a debt collector, a charitable organization or even someone who wrote down someone's number wrong and has yours by mistake.  None of those possible callers is covered by the Do Not Call Registry, which is not, never has been nor never will be an automatic call blocker.

They called about health care Medicare health care benefits. The guy sounded Asian. He then transferred me to someone else and I asked him what this was all about and he hung up. I smell scam.

As everyone knows or should know no government agency simply cold calls you.  They send letters and only call if you call them first and request a call back.  Plus it is against Medicare Rules and Regulations to cold call people to sell supplement insurance.  The people on the phone are lead generators and you will have to go through several of them before you get transferred to the actual insurance agent here in the States.  That is who you will be reporting and suing.
