Well in a literal sense, the phone company "owns" it and we just "rent" the numbers from them.  But what you meant was, who is calling you.  And it's scammers.  You can tap the blue link below, to see other associated numbers and people's comments about who it is.  It's scammers.

Until someone actually answers the call or gets a message, you wouldn't know if it was a scammer or not. Just because an unknown number appears in your call history, doesn't automatically mean its a scammer.

I don't disagree that more than half the calls people receive are "unknown" and could be a scammer, telemarketer, debt collector, a wrong number, etc., but the purpose of this website is to sort out the "guess work" for others. Just posting a speculation of who you "think" called is worthless, dontcha think?
