on my cell phone 8 mins ago. I did not recognize number and did not answer. Left no voice mail - luckily.

I got this call too! I even put my cell number on the do not call registry last week! so annoying!

I just received a call from this number also and it just goes busy. There is a number that calls out and says your accts are seized or you have a restrainer order against you to contact your lawyer or call this number asap. This is a scam and you need to report the number to your phone company to block it. They will keep changing it anad call back but be persistent.
