That man, Rich Franklin is most horrible, very rude insulter over the phones, even insulted my supervisor who almost fired me and harassened my employer almost every minutes, hours, and everyday. Kept harassening me through my cell phone while I was in radiation dept trying to complete my session and I asked him to wait until I got done with my session and he was real badly rude insulter with loud bad words I can not stand hearing his voice. He sounded like a bloody murderer after MONEYS. Wanted $8000 from us instead of Cash'nMinutes.com that we had only $150.00 which we paid over $300 that is enough for us to pay off for that!

This is a scam. When someone calls you and demands that you make a monetary payment to avoid being arrested, it's always a scam.  No debt collector, let alone a phony debt collector, has the authority to have anyone arrested for anything.  It's illegal for a debt collector to make such false threats. (It's also illegal for a debt collector to harass someone at work when he knows his calls aren't permitted or if he's been told not to call anymore; but since this guy is a crook, he doesn't really care what the law says.)  To get away with this crime, he's counting on you believing that he's a real debt collector and that he can have you arrested, etc. So, if and when he calls again, tell him that you know he's a criminal and that you've already reported him to the police, the FBI and the Texas attorney general.  He will then probably cuss at you, make more threats and then hang up. And there's a good chance he won't call back because he knows you figured out his scam.

In the meantime, I suggest you do the following:

    1) Report the calls online to the Federal Trade Commission here: https://rn.ftc.gov/pls/dod/wsolcq$.startup?Z_ORG_CODE=PU01

    2) File a complaint with the Texas attorney general whether you're in Texas or not. The Texas AG consumer complaint form is at http://www.oag.state.tx.us/consumer/complain.shtml

    3) File a complaint with your state's attorney general. The contact information for each state's attorney general is listed at www.naag.org  Just scroll down to the national map and click on your state.

    4) Since these crooks are using a telephone phone to make illegal threats, report them online to the FBI at https://tips.fbi.gov

    5) File a complaint with your local police. Tell the police that you're being targeted with harassing phone calls. If the guy has threatened to have you arrested or threatened you in any other way, tell the police that, too.

    6) Check out these websites for more information on protecting yourself against outlaw debt collectors:
