It's an Austin, TX landline. The phone carrier is Bandwidth/13 - Bandwidth.com - Infobip. It is supposed to belong to James Talarico, a Democratic Politician. I received a text requesting campaign funding. I am Republican and always will be until I die. My cell phone is private, and I don't have it affiliated with any Democrat politicians/party. That means my number was obtained unlawfully, and this is harassment. I dialed the number, blocked, 3 times. The first time it went to a busy signal. The other 2 times, I got a recording saying my call couldn't be completed as dialed. I blocked the number, and reported it as spam to my phone carrier.

Knowing what company provides service for a given phone number tells nothing about who made the call and why they did it.
Looking up the company servicing the number is a waste of time.  It is like asking who was driving a passing car and where it was going and being told "The license plate is registered in Kansas."  And, if this phone number was spoofed, then it is like that license plate was taken off a car from Kansas and placed on a car from Texas.

Considering that phone numbers are public information, that would hardly be unlawful.  Even if you are paying your phone company to have your number unpublished and unlisted, that only limits how they can distribute your number, it does not make it impossible for "your number" to be obtained by others through legal methods, especially since it probably was someone else's number in the past.
