I talked to my boyfriend about it and he said it's a scam so I called the number back and told her "she should be ashamed of herself for scamming people" and she said "you stupid [***] stop calling"

Grant scams:
The government does not call people up and offer them free money because you paid your taxes on time, have never been arrested, have paid all your bills, or whatever excuse they can make up. In order to get a grant you need a valid reason (not one of the above and not just because you need money), you have to fill out tons and tons of paperwork, wait a long time, and might not even get the grant in the end. If you are lucky enough to get the grant after all that paperwork, they do not ask you to pay taxes, transfer fees, or any other types of fees. Also, please note that the government would never ask you to pay these so called taxes or fees to some anonymous person using Western Union, Moneygram, or any of the cards such as iTunes cards which is a new favorite among foreign scammers.

Of course the government isn't cold calling people and asking for money through Apple giftcards in exchange for giving free money away with no application, you not applying or asking for it through any formal means, and them hanging up when asking legitimate questions.
