The comment that they'd file a 1099 form with the IRS is a bunch of bull puckey - they say that to try to scare you into paying some bogus debt. Please do report your callers to the FTC, FCC and your state's Attorney General.

The IRS sees any unpaid debt as income, and like any income received, the IRS wants taxes paid. If you receive a 1099 and do not file, late fees and interest can accrue very quickly.
