This nuumber calls but when I call it back it says that it's a disconnected number. Than howcome they keep calling my phone?

I got a call from this number, the guy on the crackly connection they "helped people with debt."

I keep receiving calls from people who hardly speak English and whose intent is unknown, because I can't understand them. However, I'm pretty certain it's some kind of sales pitch, possibly illegal. I've requested that the calls cease, but so far to no avail.

They called and said they are from National Debt Retirement or something like that.  He said I am $10K in arrears. No way.  I hung up on him.  Sounds like it came from India to me.
