It’s the city of Austin calling to notify us of city business.  Today they are calling to request that we stay inside this weekend due to COVID 19

They're definitely scam callers. Bullying supposed police officers pretending to be detectives. Basically trying to scare you by telling you that you can't break the rules but that they can to make you do what they want you to do. Why don't they just call my lawyer.......

No Caller ID.  This number is the published City of Austin 311 service.  311 (or this number) is the number you're supposed to call instead of 911 for non-emergencies, like loose wild animals, or special bulk material pick-up.  In theory they don't call back unless all their operators are busy (which is always true).  They might call you if you asked for emergency notices like storm problems, utility outages, etc, but supposedly only if you signed up for it.

So you knew who called and why?  Then you stopped by to tell us how "legit" this call is?  Maybe you are simply doing advance damage control?  So tell me, can you give me a 100% guarantee that every call from this number is actually that organization?  That the number cannot ever be spoofed by criminals?  If so, please cite a reliable, verifiable source for those guarantees.
