The caller is threatening to make us liable for legal allegations (to which are unknown) for not complying by returning the call. Letting us know we're waiving out rights. Bogus call.

Threatening legal action with the state I live in.  Scam!  I am so tired of these losers that can't get a real job so they try to scam money out of the working class.

If you answer in no way, you'll hear nothing from any of them, though. Turn off any answering device and let the phone ring. After a while, it'll start ringing less and less. They get tired of calling numbers that have no answer and they can't deliver bogus threats to a ringing phone. Be patient and you should see some progress.
