Rather than "try telling them the call is being recorded" (which means nothing to them) try not answering and not calling back. It's one of the only ways you can stop them from calling you. It might not even be the same person pretending to be Steve Martin calling you. The more you engage with them, the more they will keep at it with you.

Steve Melton, called to tell me that the US Treasury will execute federal warrants for my arrest on federal grand theft charges. us treasury. Was told or threatened that I will have to appear before a magistrate and grand jury.  Mr. Melton Never identifies the company, law firm or federal agency he was with of about how  it could help me prior to my appearance. Stated that this was the second time I was being contacted and that I had 30 days to comply.

"Steve Melton" (or whatever fake name he is using) is nothing more than a lying, scamming thief.  IGNORE the call!!   If there was a problem, you would receive a letter that will be mailed to you.
