This number left a very threatening voice mail message, 36 seconds long, how there are 4 outstanding warrants for my arrest ("by the local cops", yes, used the word "cops"). It was a robotic voice, completely fake. After the first few seconds I stopped listening.

Robot voice said I had 24 hours before ‘local cops’ took me into custody because of recent filings, I had 4 pressed against me.

4 charges and the local cops will arrest me.

Left message on voice mail "will be taken under custody by local police as there are 4 serious allegations pressed on your name at this moment. We suggest you get back to us before taking any legal action against you.." Some type of scam. I didn't call back. Poor grammar suggests an off-shore scam.

Calling threatening me and then when you call back the line is busy

The local police as there are four serious allegations pressed on your name at this moment we would request you to get back to us so that we can discuss about this case before taking any legal action against you.  Nice scam.
