It seemed like an answering service when I answered. They patched me through to some company whose name I couldn't make out from the person on the other end. He said he was calling to collect a debt but wouldn't give me any information or send me a bill or a collection notice.

He was incredibly rude.

Some lady said my name to verify it, when I said, "yes?" she patched me through to some guy who said my name and address and when I asked who was calling, he said a company name I couldn't understand, then repeated y address.  I asked him to repeat himself and said the same exact thing, then he hung up.  It was really strange.
