They have a blocked number, they keep calling me and I've had enough of them. I pay for an unlisted number, so who do I go after for giving out my number??

Your answer is nobody since nothing can be done about it. You might have an unlisted number, but that does no good if unknown numbers are calling you and getting an answering device or you answering. Your number, despite being unlisted, can still be passed along as working to third party pests, who'll pay for it. Filling out personal information on certain websites can also be a downfall. Consider a call blocker or app.

ID said "not in use". Rang several times, no message left.

Wow, three calls on the same day: 4pm, 5pm, and 6pm.  I'm using the Tel-Lynx personal assistant to filter these calls.  Works great.  No more unknown calls.

Keep calling even on Saturdays and Sundays, left no message. Background noise busy.

Spoofed/junk call.  Didn't answer (I NEVER answer calls from unfamiliar numbers).  Blocked this number.

unlawful telemarketers, block from future calling forever.

Same scammer using various fake numbers.  Do not answer. Block caller.

Another scammer called; didn't answer it and blocked this number from future calling too.

Caller ID read "NOT IN USE" -with heavy sarcasm, "That sounds safe to me!" - didn't leave a message. The number is now blocked.

All scammers are unknown, unspeaking callers get blocked forever.

I called back.  Recording said please wait as the number has changed.  In the meanwhile, listen to this opportunity for some retail sales..... blah blah blah.  Total scammer.  Block th enumber, although I got a second call from a "similar" number that I'm sure is them.  Seems they are using various numbers.   Ugh.
