Why are they calling me on my cell number?

Robocall of some sort, left voicemail 1 second long with robot voice, couldn’t understand words

Got a call from this number at 8:30pm. Didn't recognize it. Didn't pick it up. No clue who it is.

Has called numerous times and my cellphone is on the national No Call list. Will not answer this call and have blocked them.

Spam. Evening call. No voicemail left.

So, what were the details of the scam presented by this "scammer"?
"scammer" tells so little.  Were they offering a fake loan?  Perhaps, taking you to court for a debt?  Was it maybe a "relative" in jail and you need to send them bail money?  Or was it something different?
There are so many possibilities, so many details you have left out, yet all you could tell us was "scammer".

Return call was answered by an auto-attendant saying this is Advanis market and social research firm.  https://advanis.net/who-we-are/ When it called I let it go to VM and it said it was for the City of Calgary so presumably a survey.
