called after 8 pm when I answered heard mumbling and nothing else...im at work by 5 30 in the morning hope this does not keep happening

This number has called my house New Years eve 14 times today an when I call back the number is ALWAYS busy!!! I have dont searches an the number is unpublished...I think this is a market call Beware an I am on DO NOT call list just shows they can still call an harass you. I will be ready for the next call though I am gonna answer an tell them where to go!!!!!

received call and they left a message.  It said that they had a personal issue to discuss with me and left an 866 number.

Call came in with caller ID only displaying "Winchester, NH". When I answered there was a pause (like with most auto-dialer solicitor-type calls). I waited a few seconds and decided to just hang up. Just before I did I heard the caller (male voice) say "Hello". Realizing it was probably a telemarketer or something I did not respond immediately. The caller then rudely stated "I know someone picked up. If you don't answer I will just keep calling until you do." He then hung up.

I suspect they're calling on behalf of Capital One, they're the only ones we owe money to.

I have also started getting these calls on both my home and cell. Also, caller ID shows only Winchester NH

That is exactly what it is and they are rude and obnoxious! They think they can do what they want and when I asked for their address to send a letter to stop calling the guy got really angry at me. They are out of Missouri! The place is called Vision Financial. I thought they weren't suppose to do that in NH and now I am going to have to find out. I am so sick of this crap!
