Thought to call out of courtesy to let them know the poor guy did not receive this message- which seemed dire. And just like the other posts- not able contact an actual person and the mail box was too full to leave a message.

Local law enforcement has no jurisdiction or tools, state law enforcement cares to an extent and has the tools and jurisdiction, but has better things to do, including the AG and Utility commission. The feds could care less even though they could quickly shut these folks down. You can file all the reports you like, but nothing will change and the scammers know it. Worse, even though they keep breaking the law (in this case just about ever aspect of the fair debt collection act) they know that even if they get busted, they can hide behind shell companies and red tape and corporate shielding. They get shut down and pop up a day later with a new number and new corporate paperwork. So, yes they can be found, but nobody really cares to do anything about them or the system that allows them to operate with little fear of penalty.
These particular folks have notoriously used BANDWIDTH.COM as their underlying service provider. Bandwidth "resells" services to "reseller partners" with a contract, and general terms of service. Bandwidth.com knows very well what is going on, but hides behind the relationships and allows the resellers (likely run by the scammers) to keep moving from number to number and account to account. Bandwidth profits, so they really don't care. They will (if feet held to the fire) shut down a number, but quietly allow a new one to pop up within a day.
At this point all you can do is complain to bandwidth.com, and too is a waste of time. A quick search of this and number, bandwidth.com and the contents of the threats will yield the same group, dozens of numbers and bandwidth.com as the common tie. You do the math :)

They look up old (mostly charged off) debt (public record,. etc) and attempt to collect on it by threatening lawsuits and other legal action (all lies, as they have no right to collect the debt anyway). Even if the debt were legitimate and they were the legitimate collection agency, they break just about every aspect of federal debt collection law.
YOU got a call because the number you just purchased (at some point in the past 15 years) belonged to somebody who had a debt published as part of public record. THIS number (and likely any other number they call from) is hosted by bandwidth.com or one of its (hidden) 3rd party resellers.

As mentioned, bandwidth.com will give you the run-around as it is one of their customer's, customer's. They appear to have hosted these criminals since at least 2011, so they likely know what is going on and are ok with the profit derived from servicing the scumbags... but at least you can feel better lodging a complaint. Oddly in this case, it is an XO communications number, resold through bandwidth.com and then resold through one of bandwidth.com's customers. They make it sound as if it is a state crime and you'd better respond. Isn,t there a law pretending to be a government agency? We should all post the number and story on FB book. Yes, they are breaking all kinds of laws. That does not mean that there is really any agency that has the time, tools, or motivation to stop them. These scammers are just one small PITA in an ever growing sea of scumbags.
Remember, these folks are doing this because it is profitable. They may robocall 10,000 people a day and only get 2 or 3 suckers, but that is all it takes. Reality is, that their threats generate a very high percentage of victims. I work for the District Court and this is a scam. I wish I did answer the phone. What creeps. When you try to call the number its not in service.

Under the Fair Debt Collection Act, a collector must send a written statement that indicates how much money is owed within five days of first contacting a customer. By law, collection agencies cannot threaten arrest or harm or pretend to be some kind of legal enforcement officer or agency.
For a full list of guidelines about what is allowed consult the Federal Trade Commission's website. Consumers can also file complaints with the commission or state attorneys general if they have been illegally pursued.
Most of these companies doing this have purchased VERY OLD debt for pennies on the dollar. Below is a web site to check out the statute of limitations for your state. If it has passed they can legally do NOTHING no matter what they say they can do even if you really do owe the debt!

Tell them to go ahead and serve you. Then you will find out who they are and in what state they do business. There are plenty of lawyers that will take you case "pro bono" because these cases are worth thousands of dollars. When you sue them you will probably get more than you ever owed in the debt. - CWG40 replies to Trying to Help...I'm hoping someone will record their incoming call and then call them back and record that. If the calls can be recorded and put up on Youtube, maybe someone will recognize the scammers voice. Meantime, all you can do is make complaints to the FTC.
I've called them up a couple of times just to try to find out something about them, but they just hang up. I've heard a large call-center noise in the background. So. I think they are renting out a commercial building somewhere.
Feds do in fact shut down these people every once in a while, but they seem to start up all over again.

However after further though, I realized that I had done nothing that would warrant such charges. Anyway, I tried to call the number back, the guy who answered sounded very unprofessional and immediately put me on hold. I did a little research on line and after reading the posts here I felt much better!
