I got a phone call from this number at 12:46 PM Eastern Time, but I didn't answer the phone. It never left me a message nor identified themselves on the YouMail app on my phone. It was a robocall and a scammer misusing someone's phone number in Ashland City, Tennessee so that he/she can try to scam me. I reported robocalls and scammers that spoofed random US and local 865 phone numbers that never left me any messages to the Federal Trade Commission before and my phone number is on the Tennessee and National Do Not Call Registries. I did not give them permission to call me nor have I done business with them.

Since you do not know who was calling or why, then you also do not know if either of those Registries apply.  They only cover telemarketing calls, so if the caller was among the various exempted classes of callers, they are allowed to call you.  Those classes of callers include: Debt Collectors, Charities, Surveys, Informational Notifications and Alerts.  Misdialed callers, while not explicitly exempted, are also not covered.
The Do Not Call Registries are not and never have been "Call Blockers".

Yet you said they left no message.  A Robocall is defined as a call that plays a pre-recorded message when the call is answered (either by a person or by voicemail).  So, the call was not a robocall.

Again, that only applies to telemarketers and since you do not know who the caller is, you cannot actually say that they were a telemarketer.
