Callers are located in India and Pakistan.  They spoof local numbers.  They are beyond the reach of US law. Call blocker might be of some help.  Also don't pick up on numbers you do not recognize, or where there are caller IDs that seem odd.  Or where there is no caller ID.  There’s  no way to stop the calls from being initiated.

Ha ha! Bit** robot call sounded like shes nasty. My dog just got a bonner when the phone rang. Dude! you need to send me a letter before you sue me on the phone.

Got another IRS called the number is 509-790-0549 threaten me of suing and arresting me with their India thugs. Just got a call from this number claiming to be IRS.  I got the same call with same recorded voice earlier today from this number also -  321-424-1357.  Obviously the same scam.
