I answered , knew my name, threatening me with jail time and immediate lock up if I do not
pay immediately$ 8150. 50 could not get him to explain my past bill in terms I could comprehend. He said
gently "If I could make these accusations and your immediate arrest go away, could you pay, $3175 as a way
    to help you?"
I told him to call my daughter this evening when she arrives home, I am 82 years old.
He hung up on me? still not sure if I owe this? I am worried
    • Caller: not sure?

No you do not owe anything.  This is a extortionist trying to scare you.  The law states this:
    '

It is incumbent upon them under the law to prove that the debt exists and that you owe it, and that they have the legal right to collect it.  You are not obligated under the law to prove that you don’t owe or that it is paid.

Federal law (FDCPA) requires them to send you a letter (US MAIL ONLY) postmarked within 5 days of their first contact that contains their name, physical address, the creditor’s name, and the amount of the alleged debt.  It also must contains “mini-Miranda” telling you that it is an attempt to collect a debt and that all information will be used for those purposes.  The one other important thing that this letter must also have in it is that you have a right to dispute the debt within 30 days of receipt of the letter and if you do so, all collection activity must be stopped until the debt is verified.

Read up on your rights here and also make a complaint at this government site:  http://www.consumerfinance.gov/

Also file a complaint with your State Attorney General's office.

Do not pay them or send "gift cards" to them as your payments to clear your payments. It's a scam and they call threaten a lot of people. I told them I'm reporting them for lying saying they have someone on the way to my house to arrest me if I don't pay. I asked him where do I live and he couldn't tell me.

Folks, just do not answer calls from unkown sources. If it is a scammer they will not likely leave a voicemail. If it is an important call they will leave a voicemail. Let voicemail filter your calls.

This number also called my dad's cell phone at least 3 times back 12 weeks ago especially to disguise another nonworking number such as 619-342-7715 talking about this same situation.  When I answered this third time I had to answer this call, they're actually talking about threatening me with jail time and immediate lock up if I do not pay immediately$ 8150. 50 could not get him to explain my past bill in terms I could comprehend. He said gently "If I could make these accusations and your immediate arrest go away, could you pay, $3175 as a way to help you?"  This voice recording is not really true according to the real Internal Revenue Service agents who are already aware of this harassment phone scam, because according to the national news, the Internal Revenue Service does not call and disguise these nonworking numbers to make it hard to call them back with, because I also know that they're way too serious to do anything like this, so I always want to say that I should have nothing to worry about!
