I don't answer numbers I don't know, but coming here it was identified  as Portfolio Recovery. I worked with an India Indian once who answered unknown calls in Hindi. These so-called debt collectors buy debts for pennies on the dollar. The original creditor has already written this debt off, usually getting tax credits. Besides, the commercial code states that you only have to deal with the original creditor.
Anyway, it's Sunday at 3:15 PM. I got hurt and have other medical problems and I am unable to work. I have a very limited income.  I pay 1/3 of my income for meds and insurance. Some debtors I am working with to pay, even with my very limited resources. This Portfolio Recovery is for my truck that was repossessed. These people may force me into bankruptcy and then nobody gets paid. I would love to be able to pay my debts.

I get a big kick out of you barroom lawyers.  "Besides, the commercial code states that you only have to deal with the original creditor."  Really?  Which "commercial code" actually state that?  Don't strain yourself because there isn't any.  The original creditor sold the debt to Portfolio as per your contract that you signed which allows for assignment of all rights.
Instead of coming up with lame legal theories, maybe you should put the actual law to work for you, making them stop calling, and here is the best part, making them pay you for the harassment.  Or you can continue the way your are and keep getting a lot more calls from them.  Your choice.

Caller was asking for my boyfriend and I advised this was not his number.  I asked if I could take a message and they said no, there was no message and that they would call back.  I advised again that this was not his number and if they would like to tell me what it is concerning, I would be willing to give them his number.  They said it was in regard to a personal business matter.  They would not tell me more so I requested them to remove my number and I did not provide them with his contact information.

Portfolio Recovery. Sued for millions for fraud and Fair Credit Practices violations and our Government still allows them to continue to fraud people out of money. They are probably the ones now who are IRS scamming everyone on their robocall list. Contact your State Attorney General to get a complaint log started to force the AG in each state to ban this company from doing business. Only way to get rid of these scum bags.

This is call number 1198 from Portfolio over a 3 year period. Each one being saved for lawsuit against them. Keep calling Portfolio someone with 820 plus credit and for someone else not named me! Despite writing them to remove me they continue to harass me daily.

I do not answer my phones.  When a call comes in from an unknown source, I look it up on this site.
Someone said it's a collectorl company.  Don't know why they would be calling this number.
It's almost time for me to get rid of this number...bye, bye! 'til the next number.

I don't have any debts in collections.  I get this call every day on my land line, which is only used for medical purposes, and on my cell phone.  They call for absolutely no reason whatsoever.  I want these calls stopped.  I have put my numbers on the Do Not Call Registry both for cell phones and for land lines.

Two things, both resulting from your inability to actually read.  First, the DNC doesn't cover debt collectors because they are not selling anything, and if you had read you would have known that (link to follow).  Second, again because you didn't read and learn you passed up the opportunity to learn how to make the calls stop.
You really should try reading sometime.  You can learn so many wonderful things.

What the Do Not Call lists covers and doesn’t cover and why:  https://www.consumer.ftc.gov/articles/0108-national-do-not-call-registry
