Got a call from this number.  Didn't recognize.  Didn't answer.  Called the number, message said "not in service."  Another scam no doubt.

I got it too ! Its a scam! They get to ur personnal stuff if u stay up to more than 20 sec on the line!

The idiots called this municipal office at 10:23 am on Good Friday.  Yeah, riiiiight, we're gonna be open for a scammer on a holiday!

This number is being used by Skype to relay calls made by Skype subscribers who paid to have also access to land lines.
Therefore if you receive a call from that number it could be anyone, including a friend of yours or a member of your familly using Skype to reach you. I just called my husband from South FL (using Skype) and this is the number that showed on our home phone in the Ottawa area.
This number is NOT a SOURCE number, it's a TRANSIT number : you can't conclude anything about who is the caller and what's his intent unless you answer.
