Missed call, no message left.  Assume as everyone else that it is spam or scam.  One of the two.  So many of them out there these days.

I've started keeping a record of these telescammers.   Of 78 of them, only 13 called more than twice.  These 13 were California IDs (I live in CA).  They figure you're more likely to pick up a local ID. If you call back, you'll hear a real-sounding fake message that the number is disconnected.  This confirms to you that they are crooks, and to them that you are a potential sucker.  Reporting them to the authorities is a waste of your time.

What to do if you can block only a few callers:
    - limit your phone rings to 4 or 5, long enough to write down the caller ID
    - do not answer unknown numbers, especially out-of-state calls
    - block only the frequent offenders (those who have called twice or more)

Everyone has the same problem with telemarketers.  Your friends won't be offended if you don't pick up immediately.  If their call is important, they will leave you a message. Screen your calls to keep your sanity.

This is National Renewable Energy Center. They have an F rating at the BBB, and are known for aggressive and rude telemarketing. This number is located in Half Moon Bay, Ca. It's a Filipino lady.

One of dozens of variations of spoofed National Renewal Energy Center phone numbers. Complain to the FTC and State Attorney General about them as well as your local BBB. There are complaint trails on them from all over California, both for their violation of the DO NOT CALL regulations as well as their A1 Solar Energy, INC. corporate relative's shoddy consumer sails practices. Block them and drop-kick them into the garbage pile where they belong.

    Annoyed in Redwood City
Said they were from American Pro Energy.  Second call in a week.  First time they called I asked to be removed from their list.

This guy thought it was funny that I was annoyed.  He said it wasn't a sales call.  He kept trying to talk.  I spoke over him and asked that he again remove me from their list and to stop calling.  He eventually hung up on me.

Same experience as "Annoyed in Redwood City" -- though I had to eventually hang up on the guy.  Brutal.

Still calling, still pretending to be PGE or a partner of them, pretending they can save you money on utilities. They are still scamming on their solar panel sales. Google A1 Solar Power, Inc. and National Renewable Energy Center, and/or Go Green; they use other fake names as well, including "initiative" or "education" in the title.

This link pretty much covers my recent phone and in-person experience with reps:
    http://www.pge.com/includes/docs/pdfs/myhome/ ... nsumerAlert.pdf

Have gotten a couple of calls from these guys and there is something "off" about the whole process. The guy seemed annoyed when I asked what company he was affiliated with and tried to talk over me. He then ignored my request to be added to the "do not call list" and kept going with his sales pitch about saving energy so I hung up.

I recently had a pair of reps show up at my home in Sunnyvale around the end of October 2015. They immediately asked (instructed me?) to give them a copy of my PGE bill so they could save me money. I smiled as it seemed unprofessional to demand something before I even knew who I was dealing with. I told the one who did all the talking that I would never give my info to random strangers but that if she wanted to leave some literature or direct me to a website I would investigate when I had more time since I was on my way out. They locked eyes (which seemed a weird as if they had come prepared for my reluctance) and the one who did all the talking told me again that they could only help me if I gave them my bill. At this point I politely asked them to leave.
