    Same thing happened to me. I sold some small electronics online and was successful! One person bought 2 .....then about 6 weeks later, claimed henever received them. I had the serial #'s of these items and could prove they had been used but paypal didn't care. now i owe them the chargeback for it. They have a policy of guilty until proven innocent. I will pay it back at 5.00 increments when i feel like it and told them this. They continue to call and I continue to ignore the calls. That is the best thing to do, or you can change your # too.

    I notified PayPal that ICS is really hurting thier image with honest customers.

    Which Model works?
    You sent my account info to ICS who uses unscrupulous tactics to go after $30.  I am suspicious of ICS as a scam until I discover they are contracted with PayPal for "customer service"??  What a joke!!  You would think I was a murderer or something the way they talk on the phone!

    Now suspicious, I log on to paypal and see a negative balance but think it might not really be my transaction. . .thanks to my suspicion of ICS.  So, did ICS' tactics work?   NO.   Clearly not!

    I should have received a call from PayPal (not ICS) asking me to update my card/address on my profile.


    What worked was Jan on from PayPal customer service (not ICS) giving me the info I needed and being COURTEOUS.

    Even calling PayPal's customer service just forwarded me over to ICS.  That is NOT my definition of customer service.

    Best resolution is use the email feature on paypal.com.  request that someone from PAYPAL. . .NOT ICS. . .contact you to resolve the dispute.

    I receive upwards of 12 calls a day from this company claiming that I owe Paypal money but will not provide me access to the amount only tell me what it is.  This amount has also changed since the first call for $46.75 to now over $60 again with no proof of the amount.  I have requested them to stop calling, that payment was sent to Paypal since they cannot provide me with info needed.  I setn them well over 15 letters, via mail and email and nothing.  I am not denying this is fromPaypal...I sold something, received email confirmation fromt he buyer she received it, didn't like them and wanted her money back.....????.....told her I do not give refunds since they were 100% what Is old them as.  She contacted Paypal like a month later to say she never received them.  I never got an email from paypal or I would have provided the tracking/delivery info.  I threw it away after 2 months!!!!  I send EVERYTHING out with delivery conf.

    PayPal is an Ebay company. I no longer do business with either. For the callers to claim I owe Paypal thirty dollars is funny to me. Ebay can KMA as far as Im concerned and eat whatever theyre trying to charge me for. There's nothing for sale on there I cant buy locally without doubling the cost with the insane shipping charges. Selling on Ebay was a terrible experience for me having dealt with horrible customers and undisclosed sellers fees and additional charges. Im dying to see Ebay go belly up and take it's fu€kin Paypal with it. Thirty dollars..it costs them more than that for the IC people to call my house 20 times a day.

    We have owned our phone number for over 5 years.  The calls from I.C. Systems started started shortly after we were given our number.  They are calling about some person I have never heard of who apparently owned our number at one time or made up a number which happened to belong to us.  She must owe someone a lot of money because no amount of conversation with these people at I.C. Systems has ever stopped the calls.  I am sick of it.  They are rude and even want to argue with me about whether or not I know her. Sometimes they leave a message and I have called them back multiple times to explain all of the above to them.

    Email them with info found in a posting below.....I did on Sept. 30th and have not had one phone call since.  They were calling me 12, 15, times a day and it stopped.  There are so, so many sites with compaints about these people.

    I've been getting calls from them since September. I am not sure why they are calling, but this is ridiculous! They call me EVERY day of the week (yes, including Sunday) from 7AM until 10PM. 5, maybe 6 times a day. I refused to answer the phone, but recently I've answered; and these people had the NERVE to BLAST music over the phone, and then they hang up. I am beyond annoyed, and I don't even know how they got my information. I never owed money to PayPal, I don't even have a PayPal credit card!

    IC Systems, annoying pests. They use atleast 2 different numbers to call my number, always asking for "Mitch". The call starts with a recorded message to "stay on the line", then a rep asking for this person. I've told them repeatedly that I do not know this person. I've only had the cell number for 3 months. Yet, they persist in calling 2 or 3 times a day about 3 days a week. Thank you to all who posted contact information for them. I tried the website but there is no way to contact them to have my number removed and asking them when they call doesn't seem to work. I guess I'll have to write to them if it continues. It's no wonder "Mitch" changed his number.....

    Got the call on my cell phone but no message was left. After reading these helpful comments, I checked my PayPal account and am current. If I get the call again, I'll add the number to the blocked caller list on my phone. Thanks for posting and getting the word out!

    I was scammed by a customer and paypal ruled in there favor.It was the customer's fault they gave the money back and stuck it to me.

    Same story here - getting calls from this # wanting "their" money because THEY refunded $$ to an Ebay buyer a while back causing a negative balance. THEY gave the guy his money back, not me, so PayPal can eat it for all I care. I just hang up on them and chuckle each time. They'll get their $$$ when they can come and TAKE it from me.

    Called by IC system due to a target credit card debt (not paypal related) The guy that called me was actually fairly nice... gave me some options ... and we set up a payment plan. Not that I wanted the freaking calls all day long, but when we set it up, the calls stopped. Do not LIKE debt collectors.. but not a horrible experience.
