I have been receiving calls on my cell phone from this number for months.  How do I get them to stop?

Put your phone on silent/vibrate so you can know if your son is calling, and you can still ignore these other jerks.

Called yesterday & today each time asking for a Daniel Helms (?). When I press 2 denoting that I'm not that person, they say they'll delete my number.  Obviously not.

Called me and asked for someone I never heard of. Told them so and he says "Then why are you answering his phone" I hung up.

I received a call from them and an automated voice answered saying "This is a very important message for *******(My name), if you are ***** please press 1" so I pressed 1 to try to talk to someone to tell them to leave me alone, I have no debts in collections and noone else has reason to contact me either.  It took me to automated music and the message "we're sorry for the delay, YOUR CALL is very important to us, please hold."  I hung up.  What the hell type of group does all that?  They call a lot and never leave a message and now this when I am just wanting to tell them to leave me alone.

A state or provincial law may have told you that, but in most of the US, only federal law is available. The FDCPA sets no numeric limit on phone calls and *does* permit calls to PoE, absent contrary instructions. The Act does prohibit annoying and harassing patterns of contact efforts, leaving it to each of us and/or the courts to define our own pain threshold.
